I wonder whether the Bush administration did this, and what their criteria were? I remember calling in to the Bush White House to complain about some policy matter the use of cluster bombs in Iraq. The operator who took my call suggested to me that my complaint wasn't valid, and that the media had distorted the matter. I was so frustrated I started to cry, and I told her "This is my government, this is my White House, and I have every right for you to relay my message to the Administration as I have given it to you." After that, I never called again to comment.
