All Flickr users have RSS feeds by default
There is one problem that I've found with Flickr feed though. Flickr feed shows only the most recent 10 updated photos. Oftentimes people upload more than 10 photos in one batch, so readers will miss most of the updated photos. You should try http://www.spokeo.com It's a specialized reader for Flickr and other social networks that solves this problem.
