More likely lawful than not?

» A new Senate report that finds so many of America's most wealthy citizens use offshore tax shelters that the US government can't hope to control the misconduct. Two billionaires are portrayed in the report as victims because their "professional advisers assured them their deals to avoid taxes were more likely lawful than not." Um. "More likely lawful than not"?

Our government caters to these people far too much. A simple solution would be to forbid Americans from having foreign accounts.

I can see the "more likely lawful than not" argument happening; the tax code is such a bloody mess different IRS agents get different answers to questions, so...

1-I feel certain that if I told the IRS I had been advised my actions were "more likely lawful than not", they would take it as an admission of guilt.

2-In a court of law, ignorance of the law is not a defense.
